I think this is because "Allow for Session" also has accesskey="S" and that button is further up in the DOM (this 'S' accesskey works when I enter a new exception). For now you would have to use the Tab key to focus this button.

This has been the case for quite some time (I see this in 68 as well). I don't think there is a way to change the accesskey for "Save Changes", so the accesskey for "Allow for Session" would have to be changed.

You can possibly file a bug report (Prod: Firefox; Comp: Preferences to see what the devs think about this duplication.
