I want to enlarge the font in the menu bar WITHOUT enlarging/zooming all web content - JUST the menu bar. And I want to make the bookmark dropdown list single spaced with no padding. Can't find any solution to these issues.

I think you are referring to the preference layout.css.devPixelsPerPx, that affects fonts on pages as well as fonts (and icons) in the user interface. You can counteract the effect on pages by altering zoom settings.

You may get bookmark spacing to your liking by using compact mode.
