should I migrate to new OS AND update TB at the same time?
I'm running an old 32 bit version (60.6.1) of Thunderbird on a Windows 10 pc and I want to migrate to a new PC running Windows 11.
Should in install the latest 64 bit version on the Win 11 PC before migrating the TB profile, or should I install the old version on the new PC, migrate the TB profile, then update TB?
Or is there another sequence I should use? Also I have the master password set on the Windows 10 install.

I would update the old TB installation on the Windows 10 computer to the latest version. Then install the latest Thunderbird version to the new Windows 11 computer, and copy over the (upgraded) profile. Make sure to create a full profile backup before an upgrade. https://support.mozilla.org/en-US/kb/profiles-where-thunderbird-stores-user-data#w_backing-up-a-profile
Note, you cannot upgrade to the latest version in a single step. You'll have to do multiple upgrades, each one to the next major version. Go from 60.6.1 → 68.12.1 → 78.14.0 → 91.13.1 → 102.latest.
