You can't do this via a policy and via about:config AFAIK. You can do this via CSS code in userChrome.css or inject this code via autoconfig.cfg.

In Firefox 69 and later you need to set this pref to true on the about:config page to enable userChrome.css and userContent.css in the chrome folder.
