For the first time in years I wanted to insert an inline image in an email which I was writing. I remember using an "insert" function on the write toolbar years ago, but I do not see it in 102.11.2 (64-bit). Am I overlooking something? Could it be that my Thunderbird settings have somehow disabled the "insert" function? I looked at Thunderbird help but everything I saw about inserting an inline image pertained to much older versions of Thunderbird.

Insert is only for html messages. Change the default format in Account Settings, Composition & Addressing, or hold Shift when clicking Write or Reply to switch from plain text to html. If the format is already html, enable the Menu Bar (press Alt key).
