I am trying to use Thunderbird email client. I have set up pop email account. pop.cox.net, port 995, SSL/TSL, normal password. On the outgoing email, smtp.cox.net, port 465, SSL/TSL, normal password. Incoming email is working find. Outgoing mail, however, I am encountering error message: "Sending of the message failed. An error occurred while sending mail: Outgoing server (SMTP) error. The server responded: cxr-obgw-6004a.stratus.cloudmark.com cmsmtp 192.145.119.62 blocked. Refer to Error Codes section at https://www.cox.com/residential/support/email-error-codes.html for more information. AUP#CXDNS."

You may need to check with cox on this. Sometimes the error messages only mean something has changed in server requirements. You might try changing the SMTP server to 587 and STARTTLS to see if that does anything. Let us know.

The error code says 192.145.119.62 is blocked. The netname for that IP is NORDVPN-L20201219, located in Panama. It's not surprising that authentication for a US mail server is compromised by a VPN routing through a location outside the US. Disable the VPN and see if sending works.
