Here's why it's a problem: I'm at a school where EVERY time one logs into a Windows computer the "Import Wizard" for importing bookmarks pops up each time Firefox is opened.

I've asked the IT Department at the school to look at it but they can't or haven't attempted to find a solution. How would this be resolved on a campus-wide network?

(Additionally, what would the steps be to set a consistent home page every time a student logs into the computer?)

If a new profile gets created then you can use a file user.js in the default template folder in the Firefox program folder to initialize prefs. Files in that folder are copied to each new profile that is created.
