I have set up sync on Firefox 4. It does not seem to sync the tabs as the documentation indicates it will. Do I have to install the sync addon to make it work? Any ideas?

In Firefox 4 you should see a Set Up Sync item in the Firefox button menu.
You can also press F10 to make the menu bar show and go to Tools > Options > Sync (or Firefox > Options > Sync)

You absolutely don't need the Sync add-on installed; in fact, you should uninstall it if you're upgrading a profile from an earlier version of Firefox.

Note that Firefox Sync doesn't exactly sync tabs per se — it makes tabs from other computers available in History > Tabs From Other Computers. Take a look there!
