It would seem, at lest in my case to have been caused by a typo in the FRMWEB.CFG file. There are also indications that there may be a race condition ion play were Firefox is looking for the correct version of JRE and it is being installed but not in sufficient time to get picked up. That has yet to be confirmed. In my case, I got around the issue by correcting the typo. The other solution would be to manually install the correct version of JRE prior to launching FF. You can determine which version it is by looking at the FF page source code.
