I upgraded from 3.6.x to 4.0.x and the UI did not change to 4.0.x. This happened on Windows XP and Windows 7 machines. I'd like to have the 4.0.x interface. I had a fresh install of 4.0.x and the UI is much better for me.

The new interface is only default on Windows Vista and Windows 7. You also get the old UI if you have customized the menu bar. To get the new UI you need to hide the menu bar. To do that in the View menu select Toolbars, then click on the "Menu Bar" entry.

If you need access to the menus you can press either Alt or F10 to temporarily display them.
