You may be in full screen viewing mode
- briefly press keyboard key F11 - you may need to wait a couple of seconds, the key toggles between full screen and normal mode. (press again to return to previous view state)
If you are trying to import from IE
- the bookmarks library, that you are trying to use is available from keyboard shortcut
Ctrl + B (Press and hold down control key and then also press B) - see also importing Internet Explorer Favorites from another computer
------- clickable link (blue) --^^^
Another possibility is that you are displaying the Menubar toolbar, that does not display at the same time as the firefox button (<-- scroll the page when you open it for more information and other reasons)
You can find the Import menu entry in the Bookmarks Manager (Library)
- Bookmarks > Show All Bookmarks > Import & Backup > Import Data from Another Browser
- http://kb.mozillazine.org/Import_bookmarks
