Other browsers can connect to sites. When I open my browser, all the sites say connecting but never connect. When I try to restart Firefox, I get an error messaage "Firefox is already running, but is not responding. To open a new windos, you must first close the exising Firefox process, or reestart your system," I can correct this by ending the Firefox process in Contol Panel processes, but Firefox still does not connect to sites.

A possible cause is security software (firewall,anti-virus) that blocks or restricts Firefox or the plugin-container process without informing you, possibly after detecting changes (update) to the Firefox program.

Remove all rules for Firefox and the plugin-container from the permissions list in the firewall and let your firewall ask again for permission to get full unrestricted access to internet for Firefox and the plugin-container process and the updater process.
