I can only move a month ahead with the arrow forward (upper left) to get to the next month in the Lightning calendar. I used to be able to just scroll down with the mouse one scroll and get the next month. The setting in the upper right is for MONTH. Now the scroll jumps to some month in 2016 or 2017. I scroll back and it goes to some month in 2013 or 2014. I have the latest (12/18/2015) version of Thunderbird (38.4.0) and Lightning (4.0.4).

Sounds like your mouse wheel is set to sensitive. Check the mouse configuration on control panel.
