How do I change how often Thunderbird checks for new email?

I seem to can't get my Thunderbird to check my emails as often as I want it to. I have attached a pic to show you what is selected, but it doesn't check for emails that soon. I selected for it to check for new emails every one minute. However, it only checks it once or twice a day. I have to exit Thunderbird, and restart it in order to get my emails. I have tried the "get messages" tab, but it doesn't work. Only restarting Thunderbird works. I just need to get my emails faster, and have a notification telling me that I have a new email. What can I do to fix this?

This is a known problem with Charter, and they refuse to admit it. You'll need to complain to Charter.

Regardless of the problem at hand, attempts to retrieve mail every minute would likely be blocked by most email providers. An interval of 10 min should be reasonable.
