removed firefox from ONE machine. reinstalled and signed into SYNC. SYNC does not find my old data and I cannot get the settings from other machines. WHY?

I uninstalled and then reinstalled FF on one desktop. I turned on SYNC after reinstall. NOTHING is brought into the reinstalled FF. I can see the different accounts I have synced, and one of them matches the name of the laptop with last sync from 14 days ago. HOW do I get FF to pull all that data into the new FF install and not keep any of the data it has for SYNC (which is mostly nothing) now?

I want to ignore the one from 5 minutes ago and replace with ALL the data from the one last synced from 10 days ago.

I thought maybe connecting through my VPN might be the culprit. Connected to internet without my work VPN and NOW my firefox is syncing.
