When I scroll a page, the page shrinks until I click the percentage link at the top. But it still keeps shrinking. If I log out and back in, sometimes the page is 100%. However, other times the shrinking continues.

This can happen if you hold down the command key while scrolling with the mouse wheel.

You can set mousewheel.with_*.action prefs like mousewheel.withcontrol.action (on Mac mousewheel.with_meta.action) to 0 on the about:config page to prevent their default action if the Ctrl/Command key is pressed.

You can open the about:config page via the location/address bar. You can accept the warning and click "I accept the risk!" to continue.

Sorry, I do not hold down Command when scrolling. I don't use a mouse for scrolling, just the touch pad.
