When customizing the toolbars, "show icon and text" feature not functioning

I want to modify my current toolbar and icons. When I right click in area, one, I do not see tabs on top. Second, when I hit customize, and click the "Show icons and text" this feature does not work. I previously had this set, but for some reason it was changed. I went to troubleshooting and reset firefox to default and tried from there. Nothing is working!

Current Firefox versions only show the "Tabs on Top" menu entry in the "View > Toolbars" menu and in context menus if the tabs aren't in the default position on top.

If the tabs are on top and the menu entry isn't available and you want to move the tabs below the navigation toolbar then you need to flip the browser.tabs.onTop pref to false on the about:config page.

Note that "show icon and text" only works for regular toolbars and not for bookmarks on the Bookmarks Toolbar.

Thanks, will try the to change the browser.tab.onTop, through the about:config page. Also, the "show 'icon and text" I know works only on regualr toolbars, and that is the point, it is NOT working on the regular toolbars. What screen shot are you looking for? Tell me and I'll get it.
