I wiped my Mac to install Yosemite. I checked my firefox sign-in info before I did it to be sure I could get my bookmarks back. It was linked to my email, brian@fullerbrantner.com. But now when I try to recover my account name or password using my email, the email is never sent.

Check your spam folders for that email.

But -- Sync wasn't intended to be a backup media for purposes of installing a new operating system. And unless you had an ancient Sync account (dating to when Sync / Weave was an add-on and not built into Firefox = like the days of Firefox 3.6) your username is your email address. If you couldn't remember your password for Sync you're SOL - the only communication via email is to request a new password!

Too many users request a new password for their Sync account when using Firefox as their "backup", and that request for a new password wipes the user data from the Sync server as intended.

Is there a way to pull my bookmarks out of a Time Machine backup?

Yes. You want the places.sqlite file which is in your Firefox Profile folder. Copy that file into the new Profile folder, replacing the new file that was created upon installation of Firefox.

Sorry, can't help you beyond that - I have no Mac OSX -specific knowledge and have never touched a Mac.

I found the bookmarksbackup folder in my backup and used that to restore them. Thanks for the help!
