when link opens in a new window I can not scroll within that new window. How can I fix this

When I click on a link in Mozilla and a new window opens there is no scroll bar on the right side of the page and I can't scroll with my mouse. There is definitely more to the page but I can't scroll to read it.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac=Options) key, and then starting Firefox. Is the problem still there?
