I am not sure what you call this pane. it is a pane that appears between my messages and the message I am reading. It contains the from, subject, reply to and to fields as well as the forward reply etc buttons. I am aware F8 turns it off 

I like the buttons it provides, I do not like all the other information as it takes up 1/3 of the screen space. Is there a way to shrink that box or remove everything but the buttons?

It is the header for the Message Pane. Go to add ons and search for Compact Header.
