Frame skipping / drops and choppy playback on >120 fps video playback if certain use flags are not enabled

Basically when watching a stream on Twitch.tv that is being broadcasted in fps above 60, meaning that the encoder uses 120 fps there are tons of skipped frames. It basically never stops skipping the frames. Even after reaching ridiculous numbers like 10000 skipped frames it just never stops. After enabling the following use flags "layers.d3d11.force-warp: true" and "gfx.swap-interval.egl: true" the problem subsides, skipped almost completly disappear. I think if I turn off hardware acceleration it prevents the frames from skipping too.

By the way I will attach my hardware info down below: OS: Windows 11 22H2 CPU: 13900k GPU: 3060 TI

I'm not sure if this behaviour is expected or normal but it's kind of weird. Maybe it's a problem with my hardware and not a software problem. I'm hoping it's not a faulty gpu or something. Would be nice if somebody could reassure if this is a problem with my gpu or not.

Flags tested: "gfx.swap-interval.egl" "layersd3d11.force-warp" and turning hardware accel on / off "layers.acceleration.force-enabled" also "layers.prefer-opengl".
