Popup windows are not opening

Using Firefox 5.0 (but also happened in 4.x), popup windows do not open. I've gone to Tools>Options>Content and made sure the 'block popup windows' is not checked.

Second issue (may not be related) - when attempting to start Firefox, about 1/2 the time the program hangs - does not start, and I must go to task manager and delete it.

These issues are on a laptop running Windows XP.

It is possible that your security software (firewall) is blocking the pop-up, so you may have to check the advanced settings in that software.
