Downloads failing after changing Temp folder

I have just changed my Temp folder location in Environment advanced settings of Windows 10, re-started my PC, re-installed firefox, re-started again but all my downloads keep failing. I am convinced this is because of the Temp folder location change. Skype install also fails during the download step.

To what location did you change the TMP and TEMP environment variables?

Did you make sure that this folder exists and that you have write and owner permissions?

Yes, the folder exists on a different partition (Made sure that is possible) and I have all permissions.
