I also want to understand what is the data flow when syncing my PC. does it flow the setting from my PC to the sync server or from the sync server to my PC?

Yes you can clear your data from the Sync server. All you need to do is to reset your Sync password.

There is no 'master' with Sync. With desktop / laptop devices everything gets merged on the Sync server and 'fed' to each so that all selected types of data is "synchronized". IOW, the "flow" is bi-directional; data not on a device will be sent to it.

"Mobile" devices have less "history", and have their own Bookmarks Toolbar folders; where desktop & laptop devices will share the same Bookmarks Toolbar folder.

Yes you can clear your data from the Sync server. All you need to do is to reset your Sync password.
