cant view norton toolbar in firefox 49.01.02 even though it is listed as enabled in add-ons list

Title pretty much says it all. I had to replace my hard drive and reload Norton NIS. After the reload, I see the toolbar in my list of extensions in the add-ons module of Firefox, but it does not show up as a toolbar in the browser.

I followed the instructions in the Norton support help for adding add-ons and got a "you have the latest definitions/updates" when I did a Live Update (twice), but when I restarted (twice) I still got yesterdays date on the Last Updated status for Live Update

Type about:customizing<enter> in the address bar. Look for Show / Hide Toolbars at the bottom left.

There is also a Restore Defaults button at the bottom middle.
