Email doesn't work on another wifi
I don't know if this is a Thunderbird issue or not, but I use Thunderbird for email so here goes.
- At home I connect my Acer notebook to the internet via wifi, no problem. Today I took the notebook to a library and connected to their wifi. The web worked fine in the browser, but email in Thunderbird didn't.
- When trying to receive email (Get Messages), each connection (I have several email addresses) took a VERY long time and did not receive any emails. I know there were several available because they came in on my phone and also when I got back home they all came in.
- When trying to send an email it timed out before sending.
Any ideas?

If you have non-secure settings in TB that work when you connect to your home network, they probably won't work when you're on a different network. Open Help/Troubleshooting Information, click Copy text to clipboard, and paste it in a reply here (omit everything after the Mail and News Accounts section).
The easiest solution will be to use secure settings, if your mail provider supports them.

well I think it's not an issue related to Thunderbird but the library. Maybe the wifi as blocked or restricted usage of some ports used to send email (110 or 995 for POP, 143 and 993 for IMAP, etc.) Can you confirm you can use thunderbird with other network ? (except home)
Except for accounts 2 and 14, I don't see why you wouldn't be able to send and receive on the library network. Although, I wonder why you use POP settings when the accounts are accessed by a computer(s) and a phone; IMAP would synchronize the mail across all devices.
