Creates multiple new tabs

Occasionally, on this version 63.0.3 and previous, FireFox creates multiple "New Tabs" when only one is required. It repeatedly creates these "New Tabs" without any keyboard or mouse input. It won't stop until I close FireFox with the "X" in the upper right hand corner.

Any ideas how to fix or prevent this?

The most common reason this happens is when trying to open certain files in Firefox that it can't handle. See: Firefox repeatedly opens empty tabs or windows after you click on a link. Does that sound like it could be the problem?
