My version of Firefox shows 3.6.6, however, in the Help menu there is an entry called "Apply Downloaded Update Now". If I click on this it tells me it's ready to install 3.6.4, two versions previous. If I follow this action and allow Firefox to restart it is still version 3.6.6 and the Apply Download option is still there.

I want to ask for more information. Is the 'apply update' menuitem seen in Firefox's safe mode?

Yes the menu item is still visible in Safe Mode
