My brother deleted many of my important bookmarks, and would really like to get them back. He did it for about a month ago, and I'm using Windows Vista. Is there any way to restore the deleted bookmarks?

No.

Unless you have deliberately made some manual backups that you can use I think anything deleted a month ago will be lost. Firefox does make a few days backups. Had your brother used a separate OS account that would have allowed you to use totally separate sets of bookmarks, or a separate additional user profile could have been made and again separate bookmark sets could have been used.
