External apps not opening new tabs

I am currently trying to update my Tomtom Satnav by adding "community" items. In theory when using the "My Tomtom" program, on clicking the "Add Community Content" bar, it should open up a new tab in my browser, whether it be FIrefox or I.E. It is doing neither.

I'm currently using Firefox build 24.0 in a Windows Vista environment. What should I do?

If you use an external password manager, a problem has been noted with some versions where there is either a very long delay in opening an external link or it never opens at all. Threads on that:
