In the preferences area I should be able to adjust the length of time the 'New Message' message displays on the screen. In that setting, I've changed it from 1 second to 5 seconds but the message never changes from 10 seconds.It is always displaying for 10 seconds no matter what I do. It appears I only have two options....on or off.

Where do you see that in Preferences? The only choices I have are animate the icon and play a sound.

In Linux, Start Thunderbird (version 24.6.0), Edit, Preferneces, General. There you will see show an alert check box. On the far right side you will see customize. In that customize selection you can select how long you want the new message alerta to show for. I have tried numerous times but it only ever stays on for 10 seconds.
