On my old computer (Windows 7, with Firefox 32.0.3), click-to-play prevents Flash videos from playing unless I click the lego piece next to the URL bar. However, on my new computer (also Windows 7, with Firefox 32.0.3), Flash videos play automatically, even though click-to-play is enabled. The little lego piece does show up next to the URL bar, but when I click it, it asks me if I want to block Flash, not if I want to activate.

You can inspect and manage permissions for the domain in the currently selected tab via these steps:

  • Click the "Site Identity Button" (globe/padlock) on the location/address bar
  • Click "More Information" to open "Tools > Page Info" with the Security tab selected
  • Go to the Permissions tab (Tools > Page Info > Permissions) to check the permissions for the domain in the currently selected tab

If the Shockwave Flash plugin is disabled and media content is still played then it is likely that the HTML5 media player is used instead of the Flash plugin.

You can right-click the player to check this.

You can try to toggle the media.autoplay.enabled pref to false on the about:config page.

You can open the about:config page via the location/address bar. You can accept the warning and click "I'll be careful" to continue.

I've been using the Daily Show (http://www.thecomedynetwork.ca/shows/thedailyshow) and Pardon the Interruption podcast (http://espn.go.com/espnradio/play?id=11655081) as my test examples. In both cases, when I right click on the player, it has a bunch of options, including "About Adobe Flash Player 15.0.0.152". I think this means it is using Flash rather than HTML5.

I tried toggling media.autoplay.enabled, but it made no difference.

Now it works on some pages but not on others. For example, Pardon the Interruption podcast (http://espn.go.com/espnradio/play?id=11661025) is now click-to-play. But CBS News starts Flash automatically (http://www.cbsnews.com/videos/watch-dramatic-kangaroo-fight-unfolds-on-suburban-australia-street/).
