Works for me using Firefox for Android 33 and 36. I am able to download several file types with # or ` in the names and the correct intent is launched to send the file to the correct handler.

I did encounter problems with the characters in the file name causing problems for the apps chosen to open the downloaded file. Once the file is handed off to the other app there is nothing Firefox can do if the other app fails to handle odd characters in the file name.

I suggest you use a file manager such as OI file manager to rename the files then try opening them from the file manager.
