I have thunderbird version 45.0, when I log on I receive my emails, but after that I have to close down the thunderbird email account and restart it to get new email, it won't retrieve emails if I just leave it on durning the day

Apparently there is. There have been a number of complaints about Charter in this forum recently.

You'll need to talk to Charter. Tell them you're not the only one with the problem.

There was a similar problem not long ago with GoDaddy which did affect many people, and GoDaddy were simply denying there was a problem at all. In the end they silently fixed it, whatever the problem was.
