message filters have stopped working. Says "folder in use"

since the latest upgrade some (not all) of my message filters have stopped working. I get the error message "The operation failed because another operation is using the folder. Please wait for that operation to finish and then try again." But as far as I know no other program is using these folders. I have tried stopping Thunderbird various ways including thru task manager. After a restart all behaves the same.
