Those sound like old instructions. Where dod you find them?
Type about:preferences#content<enter> in the address bar [v57+]Type about:preferences#privacy
Under Content turn on Block pop-up windows. To its right, press Exceptions. List any sites that you do not want pop-ups to be blocked.
Also, Go to the Mozilla Add-ons Web Page {web Link} (There’s a lot of good stuff here) and search for a good ad blocker.

FredMcD is right - those instructions should have said :
Click on the Firefox menu button in the upper right corner (≡), or "Tools" on the upper left side - then click on "Options" and on the left side click on "Privacy & Security".
Scroll down to "Permissions" and check "Block pop-up windows".
FredMcD also gave you some good advice about searching for a good pop-up blocker - maybe you'd like to try this add-on :
