Are you running Firefox for Android 68, the longstanding browser, or Firefox Preview, the newer one?

In Firefox for Android, your home page and tabs are governed by these settings:

menu > Settings > General > Home

In the Panels section, tap Bookmarks then tap "Set as default"

Does that work?

In Firefox Preview, I don't know whether you can change the new tab screen. I didn't find one.
