I've added the following code to userChrome.

  visibility: collapse !important;
}


#navigator-toolbox:hover > #PersonalToolbar
{
  visibility: visible !important;
}

I'd like the toolbar to appear only when hovering on the url bar or the title bar. Is that possible?

You won't be able to click on that toolbar if it only appears while you hover elsewhere.
