Will not send to .gov.uk addresses when they are correct

I regularly email to and from York council. however, today it has been returning every email I have sent. It says many things but gives this as a reason "SMTP error from remote mail server after end of data:

   host mailgw0.york.gov.uk [91.244.229.165]: 554 Transaction Failed Spam Message not queued"

all the local councils address end in .gov.uk and its these that are the problem. Any other email works fine. How can I fix this issue

We had a similar problem on the city's official site, stockholm.se , some years ago. Stockholm.se was blacklisted because someone had reported it as a spam-site. It took us almost a day to get it of the list. So maybe its not you sending. You could check that you don't have a virus seaking a ride.
