I understand that your bookmarks will not sync between a new computer and a corrupted drive. All else fails:

Did the bookmarks sync before there was a corruption? If the corruption synced to the could there could be an error in the bookmarks. Since the corrupt drive has the bookmarks, if they synced to the cloud you may need to manually add them.

What I am trying to say is that unless you have a back up of the bookmarks I will not be able to suggest a way to sync them if they are not syncing normally.
