Why does my connection to my server keep timing out?

Every time I try to send emails a message comes up saying: Sending of the message failed. The message could not be sent because the connection to Outgoing server (SMTP) timed out. Try again.

I have rebooted my modem and also tried on different devices to send my emails but it doesn't work. I have also uninstalled and reinstalled the application but it just doesn't work.

What should I do?
