Logins & Passwords Empty until Firefox account login and sync
Windows 10. Within the last week lock-wise behavior has changed. When starting Firefox, Logins & Passwords is empty. To get it filled I'm required to login to my Firefox account and sync. When Firefox is closed I am auto disconnected from the account and Logins & Passwords is cleared. Previously I did not have to login to Firefox to access the saved passwords. I've tried various combinations of History settings and login out of Firefox but lock-wise is always empty when Firefox is restarted. I do not have this issues on IOS platforms (phone or tablet).
How do I prevent auto disconnect or lockwise emptying when Firefox is closed? Thanks

Make sure you are not blocking content.

A small dialog should appear. Click Start In Troubleshoot(Safe) Mode (not Refresh). Is the problem still there?

Thanks for the suggestion. The problem is still there in safe mode.
Your ‘logged-in’ status is stored in special cookies. If the cookie is removed, you are logged out.
You may be in Private Browsing mode or told Firefox not to remember.
Type about:preferences#privacy<enter> in the address bar. The button next to History, select Use Custom Settings.
Turn off Always Use Private Browsing Mode Turn on Remember My Browsing And Download History At the bottom of the page, turn on Clear History When Firefox Closes. At the far right, press the Settings button. Turn on ONLY Cache and Form And Search History leaving the others off.
Macs: Make sure you install Firefox properly and that you do not run
Firefox from within the DMG (Disk Images) file.
