why doesn't safe mode in firefox 3.6.3 show a dialog box?
i followed mozilla instructions for opening firefox safe mode, but no dialogue box appears as shown in the example.

You probably were not in safe mode. Make sure Firefox is not running first. You can verify this by right-clicking on the Windows taskbar, and selecting the Task Manager. Under the processes tab, make sure firefox.exe is not listed.
