How do I turn off all hovering?
I have Firefox 3.6.3, iBook G4, OS 10.4.11, DSL. I do not like anything about the hover feature and want to eliminate it altogether.

Setting the pref to false will only disable the normal (title) tooltip. It doesn't help with a floating DIV type tooltip that is created via CSS or JavaScript.
For such pop-ups Adblock Plus and subscribing to a suitable blocking list should work. That should cover most of the pop-ups.

To open the about:config page, type about:config in the location (address) bar and press the Enter key, just like you type the url of a website to open a website. If you see a warning then you can confirm that you want to access that page.

Here's what happened.
I got to the configuration page and double clicked the preference "browser.chrome.toolbar_tips" which changed it's setting from True to False*. I left the configuration page and ran the cursor all over my Gmail page, this page, and three or four other web pages to see if hovering brought up more Hoverups(?).
I think the amount of hoverups is reduced, though I should have tested and noted more carefully just exactly what kinds of things hovering was bringing up before I wrote this support group and before I changed the preference.
I found three items still hovering up and I attach a picture of them to this post. They are:
1. The window that shows an email address with a 'mail' and a 'More' link.
2. The window with 4 search choices that shows up over a selected piece of text.
3. An explanatory window that came up over a choice link on the Calif DMV site.
That's three too many for me. But I know that there are some website where a multitude of things hover up when the cursor drags across and I'll have to see if that still happens.
As for 1. and 2., do you know if they are defaulted to hover up regardless of that preference being true or false?
As for 3. I don't know what to think about that one yet, but I'm led to believe that I'll still be coming across a lot of hover ups as I surf the web.
I don't think I'll know if, or what, hoverupping I've really changed as the result of turning off that preference, unless I go in there again a couple more times, turn it off, surf the web, and turn it on and surf the web.
Do you have any further observations or suggestions?
I don't think hover upping happens as much with Safari, which is the other browser I use. I've just started using Firefox.
One thing I think that's happening is that whoever's programming these things, seems to be under the impression that we, the users, have a growing need to have every little thing pointed out to us, that we're growing less and less capable of knowing what to do to start an email, search for something, or recognize that the little cursor arrow turns into a little gloved hand when it passes over something that can cause something to happen on a screen _if we want it to_. "Get outta' my way," I say to all these ugly little billboards that pop up like a Martian with a ray gun in a video game. "I've got work to do."

What are the tooltips shown in my previous attachment called? Are these, and the ones on the DMV page "floating DIV type tooltips"?

At Adblock Plus I got the alert about Easy List, as shown in the attachment.
When I figure out how to get the filter, should I get EasyList, or EasyList Without Element Hiding? The same alert showed up when I clicked EasyList Without Element Hiding. Prior to the alert, I thought that an explanation might come up when I clicked to subscribe.
