I am unable to access the pop-up when I right click in the blank space at top of screen to install the menus

I removed the check marks that activated the menus (file, bookmarks etc) and now I cannot get it back. When I right click in the space at the top of the page I do not get the pop up to click the box that will reinstall the menus.

Hit the Alt key to show the Menu bar, then open View > Toolbars and select Menu bar, so it has a check-mark.
