A scan is an image unless you use a OCR-software to transfer it to text. Unfortunate they are not very efficient. You need to edit a lot if its not a very distinct, high contrast, scan.

What kind of documents are you trying to send? What kind of reader does your recipient have? Sending picture in .jpg usually works. As .png also if not to large.

Thanks, Various Documents. Leases, legal and some handwritten. Most anything I have to copy to put on computer and want to send.

Think of your scanner as a special kind of camera. It takes pictures.

As said, your only option is to use OCR to convert it to text, but be prepared to do a lot of repair work on it.

You must be able to create a PDF/A that the receiver could read. An OCR treated page can that be legal ? First it's not accurate if the letters are a blur, not as bad as google translate but ..... and second it can be altered.
