'Write' and 'Reply' screens no longer show a 'Send' option.
When attempting to send an email or reply to one received, the input window no longer shows ANY options in the top bar. I have tried clicking on 'File', then 'Send now', but that doesn't work either.

Where are you looking for a Reply button?
There is one on the header of the Message Pane if you have it turned on. F8 toggles the message Pane on and off.
You can add one to the Mail Toolbar in the main window . In Windows you right click the toolbar and select Customize. Find the Reply button and drag it to the toolbar and drop it. Do what ever you do on your MAC for the right click equivalent. You can get to Customize using View-Toolbars on the Menu Bar or by clicking the AppMenu button, hover over Options and then select Toolbar Layout.
You can also right click the message header and select Reply.
If you double click the message and open it in a new window or tab there should be a Reply button there also.
You can click Message on the Menu Bar and select Reply.

From the Menu Bar select View-Toolbars and turn the Composition Toolbar back on. If the Menu Bar is hidden press the Alt key to make it appear.
'View'-'Toolbars' doesn't show 'Composition Toolbar'. However, just looking for it has made the 'Reply' option disappear. (PS: There is no Alt key on my Mac!)
Try looking for the Composition toolbar in a Write window. Since that is where the Send button is you will have better luck finding it there.
Found the Composition toolbar, thank you. Now what would be nice to have back again is the 'Reply' button.
