Why does Firefox STARTUP with a BLANK tab and NOT MY HOMEPAGE? It only started doing this after the last update. When I launch the Firefox from Win10 Pro.
Since the last update of Firefox, it will not open up (upon launching) with my Homepage displayed. Only a blank tab and then I have to click on the little "home" icon for my home page to be shown. I have tried repeatedly changing home screens in the options settings, still no help. Somewhere there must be a "Firefox Startup" ini or something.

This is a bug that involves a change in how Firefox 67 clears history.

Could it be that you're using "Delete cookies and site data when Firefox is closed" and/or "Clear history when Firefox closes" ?
Options => Privacy & Security :
Cookies and Site Data: "Delete cookies and site data when Firefox is closed"
Options => Privacy & Security :
Firefox will : "Use custom settings for history" : "Clear history when Firefox closes" => Settings
In case you do use one of these (or both); would you disable at least one of them ?
Thank you for the quick response. I unchecked the box for "Delete cookies and site data when Firefox closes" and it appears to have fixed the problem. Now shutting down and restarting windows and fresh launching Firefox does bring up my Home page. I left the option of Clearing History when Firefox closes engaged, so it does clear my history as it should. I suppose I will have to manually clear the site data and cookies occassionally. Thanks!

If you click the Settings button to the right of the "Clear history when Firefox closes" you might find that it is already clearing cookies (history has a broad meaning there).
Note that using "Clear history when Firefox closes" to remove cookies will remove all cookies including cookies with an allow exception. You can only keep cookies with an allow exception if you use "Delete cookies and site data when Firefox is closed".
