Firefox's Mixed Content Blocking feature only blocks active content, not passive content. Active content would include things like JavaScript code that can run on the browser, while passive content includes things like images.

If the padlock icon in the address bar has a yellow warning sign on it, Firefox is telling you that the page includes passive content. Nothing on the page is actually blocked, so there's no option in the menu to disable protection in that case.

Similarly, if the padlock has a red line through it, Firefox is telling you that the page includes active content that's not being blocked. This would happen if you have already disabled protection or if the website is not being sent using HTTPS, meaning it's not a secure page to start with. In that case, nothing is being blocked, so there's no option in the menu to disable protection.

If you aren't seeing the button to disable protection, it sounds like there's nothing that's being blocked on the page. There will be a warning message under the Connection Secure label.
