When we create a meeting using calendar, all invited people receive an email with an attachment, which is kind of .ics file where they click and the meeting "jump" to their outlook calendar. There's a button in the toolbar of an event window (or tab) to show the time zone. If the button doesn't show for you you can customize the toolbar for the event window. https://support.mozilla.org/kb/how-customize-toolbars

Obviously the recipient also has to set the correct timezone on their computer(s).
